General description
In accordance with the UNESCO Charter, National Commissions responsible for involving the leading educational, scientific, and cultural institutions of the country in UNESCO’s activities should function in all member states of the Organization. Such a body in Russia is the Commission of the Russian Federation for UNESCO, which has the status of a government coordinating body.
Its main tasks include facilitating the participation of Russian bodies, organizations, scientists, and specialists in UNESCO events and programs, ensuring compliance with international legal obligations arising from Russia’s membership in UNESCO as well as preparing instructions for official Russian Delegations and delegates in UNESCO bodies.
The general meetings of the Commission, during which the political course of the Russian Federation in relation to UNESCO is developed and approved, are of a regular nature and are convened at least once a year.

Commission members
The composition of the Commission of the Russian Federation for UNESCO is approved by the Government of the Russian Federation on the proposal of the Chairman of the Commission.
Currently, the Commission consists of 118 people: heads of relevant Russian ministries and departments and prominent figures of education, science, culture, and journalism who share the high ideals and values of UNESCO and contribute to their dissemination in Russia.

Commission Secretariat
The working body of the Commission of the Russian Federation for UNESCO is the Secretariat, which is part of the structure of the Ministry of Foreign Affairs of the Russian Federation. The current activities of the Commission’s Secretariat are managed by the Secretary General appointed by the Chairman of the Commission.
Since 2023, this post has been held by Tatiana Dovgalenko, the Deputy Director of the Department for Multilateral Humanitarian Cooperation and Cultural Relations of the Russian Foreign Ministry.
