Education of the Disabled
as a Factor of Sustainable Development of Society
Development of the education that provides every person the opportunity to participate in solving and preventing social and economic problems is one of the major challenges facing the world community. Today in the world there are 650 million people with disabilities. To achieve the objectives of the UNESCO program "Education for all" it is necessary to pay more attention to the castaways of society and to the problems of socialization of the disabled. In the Republic of Bashkortostan in 2008-2009 the rate of child disability declined but nowadays it rises again: from 13226 people to 13569 people in 2012. Children with disabilities are one of the sources of quantitative growth of disabled people among adult population. Facts testify that a growing number of young people with special educational needs who have lost their life prospects, do not have the opportunity to continue their studies, start a family, are trying to find refuge in the forms of anti-social behavior and activity. The most effective way to solve the problem is the attention of the state and society to young people with disabilities, the result of which, above all, should be the possibility to get a good education and a profession, start a family and keep it, to have a job and to use the developed system of social assistance.
"Basic Points of the Sustainable Development Strategy of Russia" states that while solving the problems of the disabled, the state shouldn’t rule their destiny, the society should get the disabled themselves to build actively their future. Society and state must guarantee full involvement of disabled people into normal life, taking into account degree of their disability. In a more specific aspect the aim of education for sustainable development is to promote the acquisition of knowledge, skills, experience, creativity, self-realization, socialization of students in the process of complex solution of social, economic and ecological problems to improve the quality of life for present and future generations on the basis of sustainable development.
Rest upon the above mentioned, Salavat college of education and professional technologies worked out the innovative training program for students, which within the framework of the priority national project "Education" (Ministry of Education and Science of the Russian Federation, order № 316 dated October 27, 2008.) received government support. 20 million roubles was allocated from the republic budget to co-finance the realization of the program, the college also got the building of a former vocational school.
Within the framework of the realization of the program "Education for All" the college aims to make education accessible to all categories of students, regardless of their special educational needs and remoteness from the educational institution.
In 2012-2013 68 disabled students are getting secondary and basic vocational education. A barrier-free environment of educational space was provided: an installed ramp, handrails, equipment for the hearing and visually impaired, multimedia technology and a special bus was bought to transport the disabled students to the places of practice and excursions.
Nowadays 24 students from 8 districts and cities with restrictions in movement have the opportunity to distance learning. Electronic educational materials on general and professional disciplines were designed. A local network of radio technology, including video mode with the possibility to conduct remote training, video conferences was installed.
The distinctive feature of distance learning is the initiative of the students themselves. Learning acquires personal significance, developing the students’ ability to solve problems independently, to form their own views and opinions. Quality of educational process, competitiveness of educational institution rise as a result.
Educational programs were adapted to the individual needs of students with disabilities. Inclusive approach is the basis of the process of training and education in college. The system of continuing professional education is implemented. A wide range of additional professional educational programs and services is implemented. Along with the main specialty students master a second specialty or a profession.
The psychological safety valve room functions as psychological-pedagogical support where different practices and trainings are held.
Particular attention is given to support physical health of students. In accordance with their physical abilities there are various sport clubs functioning in college. Our students are winners of the Russian National competitions, master of sports, champions of Russia. So, they are engaged in archery, weightlifting, skiing, athletics, swimming, volleyball, table tennis. Students with disabilities win prizes at complex olympics for the disabled of the Republic of Bashkortostan, Crosse of Nations and city competitions. Valiakhmetov Ainur and Saifullin Marat, students of the college, won 3 gold and 1 bronze medals in athletics and three silver and one bronze medals in swimming in the Russian National Summer Olympics for the disabled. Alexander Grigoriev is a champion of Russia, master in archery sport. Mansurov Ainur became a powerlifting champion of the Republic of Bashkortostan. College was awarded in the area of "Physical Culture and Sports" for its contribution to the development of Paralympics movement in Salavat at the end of 2012, and four college students were named as the best Paralympics athletes (Saifullin Marat, Mansurov Ainur, Kalyakina Olesya, Yumagulova Gulsina).
The above listed conditions attract students with disabilities: there were 14 people in 2008, today their number increased up to 68.
Teachers’ stuff of the college passed relevant retraining and advanced training courses at the leading universities of Russia, worked on probation in inclusive educational institutions in Moscow.
The result of the implementation of the innovative educational program was the creation of the Regional Resource Centre for socio-psychological-pedagogical support of disabled persons. The main form of organization of students’ activities at the center is "training firms" aimed at improving the quality of education and vocational training, personal and professional skills of the students. The "training firms" help students with disabilities to gain work experience in labor market conditions and to form entrepreneurial skills. Students get experience in working with preschool children, in organization of excursions, children's parties and rafting. Disabled children from city schools come to them to exercise in the gym. Advanced training courses, seminars and workshops for teachers of the region are regularly held at college.
The employment of graduates is a very important aspect of the work of college. The Center for employment assistance of college graduates collaborates with city and district Centers for Employment, holds an annual regional recruitment forum with employers, organizes "School of the young entrepreneur," actively attracts specialists of small business to professional education.
For example, while studying at college Artyom Lukin collaborated with the "Allora" engaged in stock exchange operations, he won the All-Russian contest "The best trader" and continues to work successfully in this Moscow company.
The graduates of 2012 are employed as supplementary education teachers in educational institutions of our republic. Bagautdinov Dmitry, invalid of the second group, works at the rural school as the head of computer science coterie. Alexander Artemyev and Shangurov Artem work as archery coaches. While studying at college, they became candidate masters, and now plant an interest for sports and achieve great results with their pupils. Most of the disabled graduates get higher education in universities.
Ensuring equal opportunities for all categories of people is of current interest all over the world. Therefore, an active exchange of experience with foreign colleagues from Germany is organized on the basis of the Resource Centre. At the initiative of the Committee of the Republic of Bashkortostan for UNESCO the Research and Education Center for the development of inclusive education functions at college, which aims to study and summary international experience in inclusive education.
Thus, the innovative educational program of the college helps to stimulate the efforts of disabled people aimed at finding a job and it also efficiently facilitates the integration of people with disabilities into economic and social life of both city and republic.
